With population growth a top priority, Newfoundland and Labrador issued 100 Invitations to Apply (ITAs) on October 24 in a hybrid draw that combined its Provincial Nominee Program (NLPNP) and the federal Atlantic Immigration Program (AIP). Fifty-five invitations went to NLPNP candidates across Skilled Worker and International Graduate streams, while 45 were reserved for AIP applicants holding job offers from designated Atlantic employers.

The province’s labour-force participation rate has lingered below 60 %, and an ageing demographic threatens capital projects in offshore energy and digital health. By leveraging the AIP’s employer-driven model—where companies must create settlement plans and retention metrics—officials hope to anchor newcomers outside St John’s and spread economic gains to rural outports.

Employers gain predictability: AIP work permits can be issued in as little as two weeks once endorsement letters are approved, allowing companies to on-board talent before permanent-residence paperwork is finalised. For assignees, the pathway offers family-friendly benefits such as open work permits for spouses and study permits for children.

Global mobility teams advising staff on Canadian options should note that NLPNP has recently relaxed language requirements for TEER 3 occupations (CLB 5 instead of 7) and now recognises foreign remote-work experience accumulated during the pandemic. These tweaks widen the candidate pool and may influence assignment cost models, given Newfoundland’s lower housing costs versus major metros.
