LegCo presses ahead with legal framework for licensed ride-hailing; crackdown on illegal operators continues
In a reply to lawmakers, the Transport and Logistics Bureau confirmed that new enforcement provisions targeting unlicensed ride-hailing will take effect on the same day as the forthcoming Point-to-Point Transport Bill. The Bill – expected to usher in Hong Kong’s first licensing regime for app-based taxis – will be accompanied by stiffer penalties, roadside operations and publicity aimed at deterring drivers who carry passengers for reward without insurance coverage.

Officials said police will maintain city-wide blitzes even after the legalised scheme launches, stressing that only vehicles holding the new permits may use ride-hailing apps. Passengers were warned that third-party liability insurance may be void if they board an illegal car.

For employers, the clarification removes a grey area that has complicated duty-of-care policies for staff using ride-hailing services. Once licences are live, corporate travel managers can stipulate approved platforms and gain assurance that drivers and vehicles meet regulatory standards.

Industry players welcomed the timeline, noting that legal certainty will unlock investment in electric vehicles and data-sharing technology demanded by the Bill. However, small fleet owners cautioned that permit quotas must be sufficient to meet pent-up demand or travellers may continue to rely on illegal cars.
