UK-German Bilateral Talks Emphasise Cooperation on Irregular Migration
On the margins of the Western Balkans Leaders’ Summit in London, UK Prime Minister Sir Keir Starmer and German Chancellor Friedrich Merz met on 22 October 2025 to discuss security and migration. According to a Downing Street read-out, both leaders agreed that "deepening cooperation with international partners is vital to tackling irregular migration and strengthening security across Europe."

The meeting builds on recent UK-German initiatives, including joint funding for FRONTEX operations and data-sharing pilots aimed at disrupting smuggling networks in northern France and along the Balkan Route. While the bulk of the discussion focused on Ukraine and Middle-East ceasefire enforcement, officials confirmed that migration will be a headline item at Friday’s "Coalition of the Willing" meeting in Brussels.

For Germany, the bilateral reinforces Chancellor Merz’s pledge to shift migration control beyond national frontiers by aligning with like-minded partners. The UK, no longer in the EU but still a key transit destination, is keen to demonstrate relevance through operational partnerships that do not require EU membership.

Multinational firms should note the prospect of tighter carrier-sanctions for insufficient passport checks and the increasing use of advance passenger-information sharing between UK and German authorities. Logistics companies moving goods across the Channel may also face more spot inspections aimed at detecting clandestine entries.

Although no concrete policy package was unveiled, the symbolism of the meeting signals high-level political backing for cross-border enforcement tools that can affect business travel and supply-chain timelines.
