The Government of Cantabria agreed on 6 November to launch a contentious-administrative appeal against two resolutions issued by the Canary Islands Government Delegate that ordered the transfer of two unaccompanied foreign minors to Cantabrian care. Regional officials argue that the orders – dated 13 and 21 October – exceed the delegate’s powers and infringe Cantabria’s capacity-planning prerogatives.

The legal action is part of a broader tug-of-war between Spain’s northern regions and the central government over compulsory redistribution quotas introduced after this year’s migration surge.
