Speakers from logistics giants, policy banks and law firms outlined how new immigration facilitation measures, bonded-zone warehousing and streamlined ATA carnet processes are lowering the threshold for Chinese SMEs to deploy staff and goods overseas.
Panelists highlighted the just-announced Talent Exit-Endorsement expansion, noting that many Shanghai-based scale-ups can now send engineers to Hong Kong for rapid prototyping without waiting for work visas. Forwarders emphasised Hongqiao’s status as a “four-hour travel circle” to 60 percent of Asia-Pacific GDP once planned point-to-point flights resume.
For multinationals already in China, the message was clear: partner networks and supply chains will become even more fluid. Global mobility teams should anticipate an uptick in reciprocal secondments as Chinese clients place staff in regional headquarters abroad, increasing demand for orientation services, payroll splits and tax equalisation support.
The conference’s take-away guide urges firms to map immigration requirements across at least five prospective host countries—Singapore, UAE, Germany, Brazil and Mexico were cited as top targets—and to engage relocation vendors early given tightening housing markets in several of those locales.
