New Federal Form Simplifies Hiring of Refugees and Asylum Seekers
The State Secretariat for Migration quietly updated its online FAQ on 22 October, publishing a streamlined PDF form that employers must use to notify cantonal authorities when hiring recognised refugees or provisionally admitted persons (Permit B/F). The document replaces multiple canton-specific templates and can also be submitted via the EasyGov e-government portal.

Under Swiss law, refugees and temporarily admitted persons may work anywhere in the country once the job is properly notified, but bureaucratic fragmentation has long been cited as a barrier—especially for staffing agencies and seasonal employers that operate across several cantons. The new harmonised form standardises data fields, clarifies when cross-canton employment triggers an additional permit and introduces check-boxes for hybrid and part-time roles.

Corporate‐mobility teams welcomed the change because it will reduce lead times for onboarding refugee talent in industries facing acute labour shortages, such as hospitality, logistics and healthcare. International NGOs based in Geneva said the clearer rules would also facilitate internship programmes for highly qualified asylum seekers, accelerating their integration into the labour market.

The SEM confirmed that from 1 January 2026 all legacy forms will be rejected. Until then, employers may continue to use old templates, but officials encourage early adoption to avoid processing delays during the winter-sport hiring rush. Training webinars for HR staff are planned for November.

Although the reform does not alter underlying eligibility criteria, experts view it as a pragmatic step toward Switzerland’s goal of transitioning 40 percent of recognised refugees into skilled employment within five years of arrival—a benchmark the OECD says is critical for easing demographic pressure on the pension system.
