Under the old rules, renewals could be lodged only four weeks before expiry—a window many employers found unworkably tight when payroll cycles, business travel and school admissions collided. The extension brings these programmes in line with the Top Talent Pass Scheme, which was granted a 90-day runway in late 2024, and represents another incremental step in the government’s post-pandemic strategy to restore Hong Kong’s talent pipeline.
